West Papua is Not a Doll but the family in the Homeland (NKRI)
 
Introduction : Papua Security
This paper argues that West Papua should be keep for Homeland because two factors: the history and the politically. History is anything that is past recorded, weather about culture, food or people. History is also about all the remaining facts of past time extinct to this day, plenty of people use history. History tells us about the people, places and events of the past, arranged in chronological order. It tells  that is  us about our ancestors-their lifestyles, occupations, customs and traditions, religious beliefs, social and political systems and cultural patterns.[1] Politics is the practice and theory of influencing other people on a civic or individual level. More narrowly, it refers to achieving and exercising positions of governance — organized control over a human community, particularly a state.[2] Papua issue is a global issue. Human rights violations committed by members of the military, Freeport worker unrest, inter-tribal warfare, religious sentiment even frequent coloring of Papua. This case to the attention of the world are focused on Papua. The issue is deliberately maintained at any time be used to stop the Indonesian government injustice.

Early times independent Indonesia, Papua has not been part of the Homeland. Indonesia and Papua equally colonized by the Dutch. Finally officially entered Papua became part of Indonesia in 1969. Papua was part of the archipelago which held true to the motto "Unity in Diversity". Although the dispute was heard Papuan independence to the present, 

There are several important things is the reason why Papua must be maintained to the family for the Homeland, including:
1.            History bear witness to the struggle in Papua
Indonesia continues to perform a variety of ways to free Papua from Dutch control, such as through bilateral negotiations between Indonesia and the Netherlands, namely the convening of the Ministerial Conference of the Netherlands Indonesian Union. The bilateral meeting was conducted in a row since March 24, 1950, 1952 to 1954, but to no avail. In addition, the Indonesian government also sought by the UN Forum conducted successively raising concern in the West Irian dispute the X General Assembly 1955 General Assembly 1956 XI, and XII General Assembly of 1957. Indonesian Papua has not been able to obtain political and economic confrontation, therefore, on December 19, 1961 in Yogyakarta, President Sukarno announced TRIKORA containing abort the establishment of the Dutch formation Papua Dolls, hoist the Red and White in Irian Jaya Indonesian homeland, preparing to carry out mobilization general. As a first step TRIKORA implementation, set up an operations command, which is named West Irian Liberation Mandala Command, and conducted Operation Jaya Wijaya. Various measures showed seriousness in obtaining Papua Indonesian nation. Thus, at the urging of the United States, the Netherlands is willing to hand over West Irian to Indonesia with the Convention of New York / New York Agreement. In accordance with the agreement of New York, on May 1, 1963 handover ceremony took place on the West Irian UNTEA to the government of Indonesia. The ceremony took place at Hollandia (Jayapura). In the event that the UN lowered flags and red-white was wave to mark the launch of West Papua into the province to 26. Name was changed to West Irian Jaya (now Papua) Indonesia West Papua through confrontation is not an act of colonization to other nations, because it is deemed legally in terms of de facto and de-Jure West Papua was part of the Homeland. Based on the history, we can see that Papua became part of the Republic of Indonesia (Republic of Indonesia) the struggle of the Indonesian government and the desire of the people of Papua. This can be seen from the results of the Act (the Act) which indicates that the Papuan people want to be part of the Republic of Indonesia.

2.            Politicality in Papua
Political status of West Papua still unsolved in 1949 when the Netherlands transferred sovereignty over all the Dutch East Indies to Indonesia .In 1961, a new educated elite of West Papua , the Netherlands guided, directed in greater autonomy and wider. A national legislature, called the Council of New Guinea, was formed, as well as a national flag and anthem were introduced. While the Netherlands argue that Indonesia had no claim on the territory of Papua, with ethnic and political grounds Papuan population is far different from other parts of Indonesia, President Sukarno when it argued that West Papua had been part of the Indonesian nation as a territorial entity that encapsulates the islands. These national traits, he argued fore, irrespective of ethnicity, but the experience of the suffering and struggle together under colonialism. Therefore, West Papua can not be regarded as a distinct entity but only one of the diverse ethnic groups that are part of the republic of Indonesia . Referring to the argument that ethnic differences in people of West Papua solely Indonesia placed under the slogan " Unity in Diversity " - meaning, " Different but still one also ".

3.            Wealth and Peace of Papua
Along with an incredible wealth of Papua should be accompanied by the establishment of peace for the people. But the fact is not spawned peace, abundant natural resources even make the stakeholders are turning into a society so accustomed to what is called the imbalance occurred in Papua as people still found illiterate, hungry and marginalized. 

Government should be create a strategy in fulfilling its responsibilities so it no longer clashes and disputes between the authorities and society, between the separatist forces and certainly among the public with the public. Peace should be the first issue, and foreign companies that issue should be a factor taken seriously by the government, such as the presence of PT Freeport, which until today have problems with society and his work. 

Mining activities of PT Freeport McMoran Indonesia (Freeport) in Papua, which began in 1967 and today has been going on for 42 years. During this time, the business and economic activities of Freeport in Papua, has scored a huge financial advantage for foreign companies, but has yet to provide optimum benefits for the country, Papua, and local communities around the mining area. 

From year to year continue reaping huge profits from the Freeport mine gold, silver, and copper in the world. Freeport officials continue to receive facility, allowances and benefits which amount to 1 million times the annual income of residents of Timika, Papua. Freeport advantage does not necessarily give birth to the welfare of local people. Conditions Timika area like fire in the husk, there is no condition that guarantees a stable future Papuan population.[5]

Ideals of peace certainly a common goal for every human, all parties are expected to maintain a good condition so as not to repeat the events that burden the people. The authorities also need to be controlled so that the officers did not carry out his duties as he pleased in that the edges of society become victims but super-tight protection for foreign companies such as PT Freeport only for Rp 1,250,000 per month. It was irony. [6]

Based on the research of S. Eben Kirksey in his article entitled "Dont Use Your Data as a Pillow" record on indigenous Papuan and turns in it there is a link with America. In association with the American essence is presumably stronger because Americans see Freeport as the natural resources, and is the largest asset owned by Papua. After Papua renamed Irian Jaya, which after the fall of Suharto, Indonesia Freeport letting contracted and managed by the U.S. until now.

Furthermore, the reason Americans supported Indonesian Papua to not release that the company did not escape from the grip of American wealth is an asset that is very profitable for them, because if Indonesia took off Papua, Freeport is likely to escape from America. Eben, that in fact the person who is white, did research on the case of a campaign of terror and violence perpetrated by the Indonesian security because of this, he thinks to be able to help to achieve independence for Papua .[7]

4.            Of other provinces will require Indonesia to escape from the Homeland
When West Papua was freed from the Republic and of course it will be a great cause conflict in the future. Due to the five other provinces would require from Indonesia to release them anyway territory of the Republic of Indonesia. Aceh province is the sixth, Sulawesi, Maluku, Bali and Riau. Even though the Homeland should be united. [8]

5.            Problem that welfare should be improved
International support and recognition of the state is one of the basic foundations in diplomatic relations. Therefore, the support of foreign countries over the Homeland integration will be an important indicator in the resolution of the Papua issue internationally. 6.            Sake Integrity of the Republic and the art and culture of Papua immediately patentable
Wealth of art and culture of the Indonesian nation make the government to rigorously assess and properly organize the wealth of this nation, especially the local government. This is important so that the art and culture of Indonesia is not claimed by other countries are still allied. To avoid this, the Governor of Papua Luke Enembe has patented a program of art and culture of the Earth of Paradise.[9]
 
As stated in the official website of Papua province, the inauguration of the Arts Council of Papua (DKTP) newly period from 2014 to 2019, Governor of Papua Luke Enembe DKTP assigned to patent the entire arts and culture in Papua New Earth.

7.             Regional Languages ​​in Papua should be Protected
Local Government in Papua need to take steps to protect the more progressive local languages ​​in Papua are threatened with extinction. One solution that can be taken is to make regulations on the protection of regional languages. 

Center for Languages ​​of Papua province said, Papua has 280 local languages. Dwindling number of native speakers of regional languages. The speakers leave and shifted to the use of other languages ​​are considered to be more favorable in terms of economic, social, political and psychological. It is a symptom that is bad for the existence of local languages. 

Regional language has become an important part in the Papua Special Autonomy era. Protection in the form of regulation is the logical consequence of the recognition of the rights of the area including the respect for the language of the region itself. The Regulation will also be a legal basis to ring-fence the local languages ​​from extinction and to one side as the implementation of special autonomy mandate. 

To encourage the birth of regulation, governments need to involve civil society and academia, because this legislation should include safe guards languages, minority languages ​​and additional strengthening of regional languages ​​in the curriculum, for example through local content (Mulok). Conclusion: Maintain Papua for the Homeland
In conclusion, by looking at the current state of Papua, Papuan independence will not guarantee that Papua will develop better than it is now, and there is no guarantee that leaders will have the vision to power the Papuan people's welfare. We can find the reasons for demanding the independence of Papua and on the other hand we also have reasons to keep Papua as part of the Homeland. Therefore, keep maintain Papua for the Homeland.
